I can't really answer this but I would guess so their system status and help desk will remain up if they have a network outage. For example we host our system status and help desk at Ventures Online. Due to circumstances beyond our own control our Kualo websites are down. As mentioned most of our clients websites are not down. We have been advised of the problem, and the time needed to rectify the situation. We have been monitoring the situation on a continuous basis.
