Have you looked at http://www.fastservers.net/ ? They are in HE.net's California data center.

I'm anxiously awaiting some customer feedback from their service, as they seem to be very new, and I'm considering signing up myself.

They do seem like a terrific company. They gave me an IP to ping and the response times were great! Around '25'ms to be exact :)
