Depending on what you are wanting / needing.. It may be cheaper to get a Dedicated Server rented / Colocated somewhere.

You may want to try out http://www.vivid-hosting.net, they have some pretty good prices, and an awesome service. There pings are absolutely awesome, and there support is pretty quick. I haven't had any problems with there counter strike servers to date.

I know a place that sells slots for $1 each. They are not super low ping servers or anything. CSS is like $1.50 a slot. I don't have the link now, but I can get it when I get home later...
