I can't seem to find it on this thread -- someone posted a website where people bid via a "contest" on proposals.

For example, i saw someone request logos for his site with a winning cost of $200 -- lots of users posted proposed logos, then he chooses what he likes.

Yeah -- it is not Getafreelancer, elance, getacoder, etc...

It was more forum based...someone posted it here over the past week or so
