i come from Indonesia and i had looking a good merchant with low charge back fee, based on transaction fee (not monthly fee)
i had try paypal but seem paypal not allow me to do withdraw even my account has been upgraded to business account verified :(
if anyone have suggestion please post it here

Since you are an international vendor there aren't many options.
I would recommend moneybookers, which is free and takes a small part of your earnings (about 8%) along with max. $0.50 if I remember correctly (don't take my word for it.. check it on their site) or 2checkout, which charges you $49 for setup.. along with about 5.5%.
