Hello,
I am looking for a windows dedicated hosting where I could get the following:
dual cpu server, 1 x 160GB drive and 1000 GIGs of transfer and 1 GIG RAM, Sql server
The range should be around 199$
Can you guys please advice?

SQL Server 2005/2000 Workgroup Edition will cost more than $100.00 for dual CPU.
I would suggest you to use high end single CPU for your SQL Server with your budget. You may need to raise your budget for better hard driver and more memory.

Yes with that budget the dual proc SQL licence will be an issue. Go for a good single processor but with lots of RAM instead, SQL likes lots of RAM :)

Best bet here is to get a dual or quad cord proc with SQL 2005 WGE. You should be able to get this on an SPLA for $75 per month.

Because Microsoft SPLA licencing is socket based. Dual processors means double the licencing fees..

Thats right which is why you are better going for a dual or quad core or even pop the SQL into a VPS. Or just us SQL Express Advanced Services :)

I think SQL Express breaks the SPLA rules.... I"m not entirely sure on that one.

No SQL Express is free and can be used in a hosting / production environment without limitation (except for the 1 GB readable bit).
