I'd say that openxchange would be a good option. As far as I've seen they have French as a language. I use their solution for internal business collab.

Ubeimiau (http://www.uebimiau.org/)had a nice Outlook style skin, and supports many languages. However it seems to be somewhat dead. There was a fork called Talaen (http://www.telaen.org/), and it has an outlook express skin (http://www.jungshin.com.ar/outlook/). I'm not sure if it has a french translation though, but it does support other languages.

I think Horde is what You need.

Horde has many options but SquirelMail has more plug-ins. Plus you can get skins from nutsmail dot com
