any control panel option?

it has plesk 8.1 by default on it and plesk can be installed with an OS reload again. Its included in price. Other panels can be purchased externally.

He is charging a "setup" (or transfer) fee of 20 Euro (or 35 USD).

yes you are right.
35 usd to me and 80 euro later to provider.

I already have windows standart edition running on the server and plesk 8.1
but there should be an 10 - 15 euro operating system (1 time) reload fee.
