How easy is it to setup a cluster? Also would each parked domain take up one account?
Also, do I have to buy software with them to setup a cluster, or is it just straight forward?
Well, it's not "easy" but is certainly both well documented and straight forward if you follow the documentation.
The only software you need to buy is the actual H-Sphere platform, which is license based. Licenses are an instance of a control panel, each control panel user can have unlimited domains. An example: You could have 100 parked domains and only use one H-Sphere license.

Documentation for setting up an H-Sphere cluster is located here: http://www.psoft.net/HSdocumentation/sysadmin/index.html
In H-Sphere, each license = one account. An account can have any number of hosted, parked, or addon domains, so a parked domain would not necessarily have to take up a license and be an account.
And to cluster H-Sphere, all you need is an H-Sphere license. :)
