Wasn't pagedevil basically WordXP stripped down to only the HTML editing portion? I would suggest utilizing HotScripts though I am sure your two steps ahead of me and have already done a search.

I will continue to look around and see what I can find. Please keep this post updated if you happen to stumble across something worth mentioning. Im very interested as well.

I have never found an open source page builder like pagedevil.

A windows application that can be downloaded as freeware and allows users to build sites offline, then when they want to publish it they need an account with the host that provided the application.
