Before i order a RaQ4 i would like to know if it comes with mysql and php and a cpanel. I'm new at this please explain

RaQ 4 comes instelled with php, mysql, chili!soft and this control panel:

That's not quite right, the RaQ4 does not come with MySQL installed, it comes with InterBase SQL. You can very easily install MySQL however; you'll find the .pkg file here:
http://pkg.nl.cobalt.com/

My RAQ4 has got mySQL pre-installed...Perphaps that was done by webfusion?

Possibly by your hosting provider; some do it for you automatically.
