Well I'm not really sure we're a top reseller host but I appreciate being mentioned.

We have an account on Hostdime for 7 months. Their support is fast and they resolve our problems quickly. Uptime is not under %99.5. The prices are inexpensive. I recommend them.

Not impossible. Evohosting.co.uk do it and for the 1 month I was with them 2+ years ago it worked.

There is no best webhost, only one that is best for you :)

Downtownhost, Bluewho, Budgetreseller, Fluidhost, Liquidweb, Sonet7 are others that haven't been mentioned. Like others have said you have to focus on what is important to you. Do some searches on these forums.
