Anyone know of a good Perl based one that dosen't need a SQL database?

wonderdesk is the only one I know of that is good. It is pricey thought. http://wonderdesk.com

I just ran across this one http://www.softopia.com/www.html . It works great except I can't get it to generate anything other then '1' for the refrence number. If anyone decides to play around with it let me know.

Well, go that problem fixed. If anyone is looking for a very nice looking and free trouble ticket system I suggest this one. The one drawback is that it can only send e-mail to one address.

There's only one or two similarities, I wouldn't sweat it. (And I'm far from certain that it is a stolen design, doesn't really seem so).

Open up the two sites in a seperate window. Then click fast on these windows. You'll notice that the only thing they changed is their logo, menu and content.

The header and footer is the same, the exact colors are used, and the exact measures...

They didn't duplicate it, but took our graphics and modified it...

Unfortunatley no, it won't work on my RaQ. I had it on a free server a while back and it worked great. I'll try to dig out te URL.
