Anyone know of any free/or under $250 control panel software that allows me to do this...

Add/delete domains
... make a home dir for them, setup a cgi-bin etc
Add/Delete subdomains
Add SMTP server
Add POP3 accounts
Add/Delete FTP/Telnet accounts

Each domain can control their own add/delete of POP3 accounts.

I am not a webhost reseller - I have a server that is based around providing community sites for gamers in the UK.
ie I am a non-profit server admin.

Any help would be appreciated.

The server has PHP4.04pl1, MySQL 3.23.32, Perl 5.6.0 and sendmail installed.

For the first set of tasks, you should try Webmin ( http://webadmin.sourceforge.net/webmin/ ).

For allowing your users to administer POP3 accounts, QMailAdmin ( http://www.inter7.com/qmailadmin/ ) might do the trick.

Both packages are free.
