What exactly is the difference between internal and external CPanel lisences? There is a $60 /month price difference and am curious as to what exactly each are.

Internal is if your server is in a partner noc. External is if you have your server at another noc.

Oh, so, if I buy a server that is not affiliated with CPanel, I buy the external?

Where is the cheapest place to buy CPanel externals anyways?

Externals the cheapest I've seen is $60. Not sure where but do a search.

I highly recommed Site5.com.
Matt, Todd and Vince are a good guy. So far their response is very fast.

But perhaps their pricing is NOT the cheapest one
But the old man said you get what you pay for.. :)

If you buy a server, and buy Cpanel from the server provider, they should give you Internal licensing prices. Otherwise, you should receive External licensing prices, because your server is not located inside of a Distributor's or a Partner's data center faclilties.

I also recommend Site5.com because they're an official Cpanel distributor, and I like their discount pricing structure. Even though they're not the cheapest, I'm not worried about my Cpanel licenses expiring because they didn't pay the bill.
