Do you mean impression based? I'd say ValueClick. They generally pay well per thousand impressions... pop-unders can pay up to $4/CPM. The only downside is that they're pretty hard to be accepted (depending on what your site is about). You shouldn't bother if you have a MySpace/Arcade site.
