I need to find a website that will allow me to create a site with a paid subscription service to where people can only access certain areas if they are a member. I know this is a newbie question but I am not a good web developer yet. Maybe something with templates already set up. Thanks.

What server side language are you looking for? A might check out amember to see if that suits your needs

Like .NET, ASP, or PHP - this is used to speak with your database (MSSQL, MS Access, mysql).

Usually .NET / ASP is ran on Windows while PHP on *NIX. You can run PHP on Windows if PHP and if ChiliASP is installed on *NIX, you can run ASP. But it is usually better to have .NET / ASP on Windows and PHP on *NIX
