An example of a hands on technical situation would be recompilation of any programs or damage caused by the user to the system's operating system.

What does "Get bandwidth by the meg" mean?

I think he means a dedicated threshold of bandwidth, like 1 mbps.

As ckpeter pointed out it refers to mbps connection. Most hosts just shorten the term to just 'meg'.. such as 1 meg or 5 megs of bandwidth. A meg or megabyte per second amount of bandwidth is around 320 gigs of bandwidth a month. So if a website or server in this case were to pull enough traffic that it needed a constant 'meg' per second of bandwidth they would have transferred about 320 gigs of bandwidth for the month.

Likewise if you see an add for a 10mb/s connection that is 10 'megs' per second so that would give you around 3200 gigs of bw/month.
