His requirements are 15GB space, 80Gigs bandwidth (measured through Cpanel), Centos 4, Cpanel, 99,9% and a fast machine.

I also recommending looking at www.webhostdir.com they have a UK host option but no other european host search option.

I see 35$!

Kualo.com is a good provider. They also colo in a data center in London.

Pricing is not cheap, though you obtain quality services.
