Are you looking to start your own data center? If so, where are you located in the world? If not, are you looking to go with another data center and getting your own line to that NOC?

Last i checked an Oc3 full bandwidth was around 40,000

So an Oc12 would be around the 100,000 mark would it not?

I don't know why you would ever want to start off with an OC-192. If I were you I would get 2-3 T3s through 3 different backbones just incase something goes wrong you can reroute traffic. Be sure to install CISCO routers and have some people that have their CNCE done and are really good with routing.
