i mean if i give him 1 GB space and 4 GB bandwidth, how can i make sure that he's site storage (resellerDoamin.com) is counted as part of the 1 & 4 Gbs

I'm guessing you mean for creating a reseller account(in whm?) you would need to set the resource limitations for his account in the reseller center

He would have to own the account if you set him up as a reseller. Typically root will own the reseller account so they do NOT use resold resources.

Given your 2 recent questions it looks like you have little to no knowledge about cPanel. I would suggest reading the cPanel/WHM manual. Lots of good tricks & tips in there!
Read up, become educated then instead of coming here for every little thing you'll know and you'll know its 100% right. I recall a situation before on here where someone asked the community how to do something and there was a response from someone we'll call bob. bob told the person a little bit of info but it was completely wrong. In the end the person asking the questions lost every thing.

All forums are for asking additional questions and gaining insight and opinions from others.
The first step is always RTFM. Think about it and you will know what that stands for.
