How can i stop users from running this command?

I don't believe you can unless you disable telnet.

chmod it 700
make sure it's owned by root.root

...doesn't stop users from uploading their own binary, but it will stop most.

Some paranoid admin just block w, top, finger, ps, last, uptime command.
