If you're a really small company, with less than $2000US in sales per month, you're probably best off with something like 2checkout or Hostcharge. If you're running $5,000,000 in sales per year, the government may still consider you a small business, but you should certainly be in a position to get a decent rate around 2% or less, with your merchant account provider.
