As far as I know any email client able to do that using makroses. Why are you interesting in it?

Helpdesk scripts will do that. For example, www.kayako.com

Yes, try helpdesk software, I've SupperSite from Kayako.com its awesome. Also take a look at IntelloDesk.com they offer a good one too.

yea i dont really want a ticket system where they submit it from the site but a program when they start a conversatin at support@servertell.net that it will auto reply that your incident number is #54875 blah blah blah blah blah....

Most of the modern ticketing systems have email support as well. Your users do not have to go to a site at all. They can just email support@yourdomain.tld and it will open a ticket for them and assign a tracking number like you require. When you reply via the ticketing system it will send an email back to your user.
