I just had someone sign up from an IP which resolves to ntl.com, a british company (as far as I know, although they're somehow related to ATT they don't provide Internet access in the US).

Anyway, reason I'm concerned is that even though his IP address appears to be in the UK, his credit card was issued by a US bank and he's also using a Hotmail email address. Should I even bother to voice-verify this order, or just cancel it?

personally i would verify it, we have several customers who use hotmail addresses, and one from china who got a friend in the UK to pay, as long as they explain to us why the card is not theres and we get permission from the card owner we allow it.
In the UK a lot of people seem to be getting these stupid Visa Electron carsds which cannot be used on the net and therefore you have to use someone eslses card.

Of course it may be fraud but i still think its worth a try, you don't want to lose business now do you ;)

Interesting, NTL own quite a lot of backbone too I should mention in the UK and they are huuge. I'm pretty sure they are over quite a bit of europe - Germany comes to mind?

You do also have the thought that the person is an american but perhaps lives here or on holiday etc?

I'd give them a call, Robin. You never know if they might be one of those new customers who bring over several more accounts later on.

I tried calling them now, but the phone number doesn't work, and they're not responding to email either now. So I have canceled the order as fraudulent.

Another thing, the hotmail address wasn't along the lines of brian_johnston, it was something like gamerzhouse. Yes I have a few customers with weird email addresses, but a combination of all of the above (phone number that doesn't work, weird email address, IP from different country, emails stop being answered after I ask about it)...
