As a free web host...like netfirms...geocities...angelfire..., that actually gives you CGI-BIN.
I just want to sign up and test some cgi scripts but lately...every place is charging people just to get a cgi-bin. I've signed up @ over 10 places and not one of them have cgi access.
Is there such a host?

Hypermart at www.hypermart.net are free and offer a full cgi-bin.

Spaceports (http://spaceports.com) offers CGI. The only possible problem is that it is on a different server from your regular account.

hypermart is not free. Even though I can afford the monthly payments I need to make sure that I have not lost my cgi touch TOO much from a year ago.

A lot of these hosts have restrictions on the CGI access.
If i were you, i'd post a message in the requests forum stating that you are only testing out a few scripts. Im sure a host would give you a few MB of space for free to test your scripts.
