I would recommend checking out from other banners. That's the easier way to learn, heh. Gather your inspiration and learn from others. Check out: http://www.coolhomepages.com/newstatic/Banners/1.html

Learn the styles, colors, font formats they're using, etc.

About your banner, I would recommend changing the colors. Baby blue, Navy blue and red do not typically match.
