Just the ability to do a domain availability search -- > and if available then booking it.

The actual registration can be done manually later upon the confirmation of the payment.

I am not sure how far of "domain booking you are looking for.

In CE you can set it in such way that you manually process each order.
This way each domain registration are not automatically registered.

It also has a bult-in feature to check for domain availability.

You can set up CE so that you pay your domain name and pay $0 for 0mb web hosting. It's a trick, but it will work !
