a few of my sites are going up and down -- and the hosting provider told me that the issue is releated to Cable&Wireless having issues today ... and now he's told me that 2 of their carriers are having problems.

is there a way to confirm this ? some site that perhaps tracks this kind of news so I know it's not BS.

did a google search and a search through these forums but no luck.

according to that page -- everything is working 100%.

But since the only two stats options are real-time or previous months, there is no way to determine if a few hours ago it was down, right ?

There haven't been any C&W outages reported on Nanog, so if it is a C&W outage, it is very localized. They also seem to be okay accoring to Keynote:
