These are my details

I have 4 vBulletin forum sites, 2 of which occasionally host gaming videos for members to download. I also have several other mini sites and I also plan to be adding more and more sites to my host so I want room to grow.

Adding up all of the members from my vBulletin forums, I'd like to have room for 400 active users on at one time. (currently if I added my users up at peak times on all of my sites it'd be more like 100 - 120 at peak time, but I'd like room to grow).

I also want to make sure that my members will be able to download videos at a reasonble speed.

Also, cPanel is a must as I don't know how to transfer my sites as it is, so I assume the only way I'll be able to do it is by downloading backups via cPanel on my current host (site5) and restoring them on my new host.

How much will that be including help moving the sites? I assume that as long as cPanel is included in that package it will pretty easy to transfer my sites. And I can't remember, is Raid-1 where 3 dif hardrives are clustered so if one goes out there is no loss of data? or is that a dif version of raid?

No, free port upgrade is for LT only.

Strange why they want a price to upgrade when after all the bandwidth is not unmetered. Does it matter it it is 10Mbit or 100Mbit port? The end result is I cant go over 2000GB. How I get there should not matter? With a 100Mbit I just get there faster if I am using it sustained.

There are reasons for not providing 100Mbit by default:

1. Loss of bandwidth if you are being attacked. (significantly higher!)
2. To safeguard the stability of DC network in case your server is being compromised.
3. more to go.

This UriBL is the source list for some professional anti-spam solutions, and I've already had some emails returned to me as undeliverable because they contained "server4sale.com" mentioned. One quite reputable hosting company uses such software and it was causing all my emails to come back with permanent failure.
