Yes, you can edit any part of the template or even better build your own template from scratch. You can i.e. build you template using divs and then just load the contents into your divs.
Here are some good tutorials:

Agree with pixelcop - Joomla is my preferred CMS
There are some very good simpler ones that are also open-source that might be all you need.
Do you need a shopping cart? Forum? etc.

IBM Internet Technology Group choose DRUPAL (http://drupal.org/). I highly recommend you read this series. ;)

I have seen already the same topic about CMS. Depends on your needs and what you trying to do with CMS.
My recomendation is custom written one as it will be written for you and for your needs.

Why would you do that when you can EASILY FIT your needs if you customize one of the robust, secure, and powerfull CMS that we have already. Obviously you save time in this way. And if you need some extra-unique feature you can develop a module or plugin? ahh?
Go to cmsmatrix.org and compare CMS features (http://cmsmatrix.org/).
Joomla - great thing :)
drupal - can go for a small portal.
xoops - news portal, mixed-type.
e107 - new, rather cool, stable.
TYPO3 - one of the best :agree:
