hi, how do i setup nameservers on Cpanel?????

also, i have another ensim box, how do i make Cpanel box the primary nameserver, and ensim the secondary nameserver and have them synchronize automatically?

1 - you need to use whm (I think), don't forget to register your nameservers with your registrar and setup reverse dns

2 - setup bind to allow zonetransfers from the 2ndary... synchro is then based on the ttl (I think)....

try safari.oreilly.com and check out the bind book...

dhabets is correct. You will need to have access to WebHost Manager (WHM) to configure your nameservers. If you only have access to the CPanel control panel, then you will need to ask your webhost for help with setting up your nameservers.
