I have recently purchased a server with them and see my server's bandwidth is too low.

It is connected to a 10 Mbps port (hope a switch!) but it cannot get beyond 2% (200 Kbps) and normally below 1%.

Is it normal or just a "trouble ticket" case?

Sounds like something maybe wrong. I'd shoot a support ticket to them and have them look into it.
