Great news! :)

I hope this is not late but Paypal is now open (just today) to more countries including my country the Philippines.

I just signed up.

Is this good news or what?

Sure it is a good news: more sales to businesses who accept PayPal.

The only thing I worry is there may be more chances of fraud orders, but PayPal should be able to handle it well.

That's really a great news, but some new countries they accept now, are countries with high fraud
rate.

As expected no acceptance of Lebanon (I have a lot of clients in Lebanon) as yet, but Cyprus is now allowed so it should be very helpful for me.

on my billing system I haven't used paypal due to a high volume of fruad but I've been thinking to get it back on my billing system

You can use the Risk Control in your PayPal Profile to monitor the countries that are well known for fraud or the ones you just don't want to accept payments from.

I think these countries cannot fund, withdraw or request money. The just can recieve and send, that's all! isn't that correct?

I also think that PayPal made it quick with no further studies because Google Checkout Dream has just came true

for malaysian user, you cant withdraw money to malaysian bank, you can only withdraw money to US bank account.

All of 54 new countries can SEND ONLY.
What is the big deal with that?
To open Paypal account you have to have your own and very legal worldwide accepted credit card,
and you can send money (fund) your paypal account, but you CAN NOT receive money from other paypal members???
Anyone know why should someone buy something over paypal (with 4,9% for funds and 2,9% for transfer) instead of direct payment by credit card.

The most of small eBay sellers that accept only paypal will not ship outside of USA.
Serious eBay sellers has their own merchant account, they will accept credit card or wire transfer and ship outside.

You can buy same goods from authorized dealer, pay directly with your credit card get all warranties and be sure that they can not cheat you (as you can go to your bank and cancel transaction if you do not receive you order)
Think about it.
Paypal cost you almost 8% more with everyday risk for suspending.
and sincerely, I never see any financial institution that will open you account for ''SEND ONLY'' , in other word it is not e-wallet account it is only money forwarding service.

Very well said. I agree with you. Being in one of those countries is surely a pain when in comes to internet business. But not everyone in these countries are fraud or scammers.

But yeah, those bad eggs really blew the bad storm towards those unsuspecting and innocent individuals trying to make money honestly on the internet. And the government of these countries are often helpless to pin these minority groups down for the sake of the majority.

Well, everyone expected that Google will be paypal alternative but they don't.

I think moneybookers should be 'palpal killer' but we will see.
