Do you mean content management scripts? Or web design software?

I am guessing by his subject title that he is talking about 'content management scripts.'

If you are talking about how phpnuke and postnuke were made, they're written in php (www.php.net). But - if you're actually asking how you make a website...you'll want to learn HTML, or check out some great wysiwyg software like MS Frontpage or Macromedia Dreamweaver.

Dreamweaver is wonderful and the latest version is more standards based than its predecessors..
Frontpage should be banned. It produces completely non-standard code, uses up too much disk-space (local and remote) and is really only best suited to a controlled environment eg. an intranet..
