I was wondering what programs aremainly used for creating new websites, for Example...phpnuke postnuke etc

If you are talking about how phpnuke and postnuke were made, they're written in php (www.php.net). But - if you're actually asking how you make a website...you'll want to learn HTML, or check out some great wysiwyg software like MS Frontpage or Macromedia Dreamweaver.

I like dreamweaver. Code on one half and the result on the other, what more would you want :)

Dreamweaver is wonderful and the latest version is more standards based than its predecessors..
Frontpage should be banned. It produces completely non-standard code, uses up too much disk-space (local and remote) and is really only best suited to a controlled environment eg. an intranet..
