i've been thinking about starting a web host on a raq, but wanted to find out a few things...
1) can i give a control panel to my users where they will be able to see their bandwidth and diskspace usage?
2) will a 128MB ram raq3 run okay with 60 users (totalling 120-160 GB transfer/month)?
3) can i put all these users under a single IP?

Yes the users can see stats in there control panel but they arent 100% accurate. The server could handle 60 sites all on one ip and with 128mb ram but it may get very slow at times so 256 might be a better bet.

what's the name of the control panel and how do i get it and provide access to it to my clients on a raq3? (not that i have one, but i plan on experimenting with one for a few months as a learning experience in the near future.)

If you go to http://www.cobalt.com you can see a demo of the CP(s). There are actually three:
Server Admin CP
Site Admin CP
User CP (which is really not much, allows plain users to forward their mail, change password, vacation message, maybe something lese, I forget).

About #2: Do you mean 60 users each with their own website, or one website with 60 user accounts? Assuming the former, the answer to #2 depends on the types of websites you put on there. If it's mostly static HTML pages and graphics, with a few form-handler Perl scrips you should be fine with that configuration. If a large percentage of the sites are running database/CGI-driven pages, you *might* need more RAM.
