Does anybody have recommendations as to toll-free 800# phone services for taking orders?

Can you keep the same toll-free number itself if you decide to switch to a different phone service later? I believe you can if you are registered as the responsible organization for the number. This happens when you order it from a real telecom company. uReach is the responsible party when you get a number from them for instance, so when you leave them you DON'T get to keep the number.
