Sorry, JamRover, that's just such a vague question... There are an infinite number of approaches to marketing (just as there are ways for me to get to work), and if any one of them was always the "best" strategy, everyone would be using that same approach!

To answer that accurately, someone would need to know your business plan, who you want to market to, what you're doing currently to market your services, what your budget is (everyone wants to "save money," whether they're spending it by the millions of dollars or $20 at a time), are you looking for long-term growth or just a quick traffic boost, etc., etc....
