Are the 10 mb unmetered guaranteed at 10 mbps but no more, guaranteed minimum 10 mbps with burst or guaranteed at 10 mbps or less?

The 10meg unmetered servers are on a 10mbit/full duplex switch port. It is a 10 mbit guaranteed pipe.
