You may want to directly contact hosts if they don't offer it publicly as many now offer it but haven't fully implemented it.

Migrating from mysql server 4.x to 5.x is not as challenging as one thinks. We made this change on all of our servers seemlessly.

It may or may not be challenging for some. However, I do agree with Lubby, directly contacting the host on what they provide would be the best bet. Not every host is using php5 as of yet.

Use find a host option. You can find a good host for $5 or less budget.
