At Present I am having a reseller account with Lypha.

Due to their Constant Mail IMAP Server Problem, Awstats Problem, cPanel loading take too much time Problem... I am planning to shift to another host with in a month.

All I need is around 5 GB space and around 40 to 50 GB bandwidth.

I can afford upto $25.00/Mo

Please Suggest me a Good Reseller.

I would highly recommend you HostingX at http://hostingx.net. I was there for about 2 years. There was only 2 or 3 downtime for about 10-30 mins. I can tell anyone that Hostingx is one of most reliable web hosting & reseller hosting provider.
But now, I'm using different provider due to upgrade my level of service since I've got many users. Unfortunately, HostingX doensn't offer VPS.

for $25 a month there are lots of reseller in that range. you can even get a low end vps.

If he has the technical knowledge for a vps.. I would proably just stick with a reseller account for that price range he should have alot of options
