i used helm before and used cpanel
helm is much better then cpanel but still just asking to see the majority users so i can go with that

Plesk- The old version has many bugs, but i'm hearing good updates about the latest one. Though i will recommend helm

Those are the best control panels in my opinion. Get out of the cPanel fever :P
I used plesk for windows for a few months, It seems plesk doesn't have feature such as : upgrade/downgrade account, I have to assign space manually, and then doesnt have feature to change ownership account domain from one reseller into another reseller in the same server.
Does helm CP have this feature ?

Helm can upgrade/downgrade by changing a dropdown but you need to alter the billing manually. As for moving domains, Helm itself can't do this but the Helm Toolbox can.
