I was wondering what tools/services people use to check the uptime and response time of a host.
(Free vs Pay?)
Sorry all for the newbie question :)

Login via ssh and type 'uptime'. There you can see the uptime of a webhost server.
As far as response time... I'll leave that upto you.

Not everyone gets SSH so if you want something that will report when your site is down and provide some other good stats:

We use WhatsUpGold by IPSwitch.com. Works great!
It monitors our circuit, all our boxes and other routers around the Internet so we always know exactly what is going on.

Just typing in "uptime" will not get you a very accurate answer, apache could be down while the actual server is still up, or the network could be offline while the server is still online so there are many many situations where that number will be wrong.
Sure i can have a server that hasnt been rebooted in 90 days, but that doesnt mean it has been functional for 90 days...

Greetings:
NTT/Verio (as a company) and several Rackspace.com clients use we manage servers DOT com/monitoring/monitoring.html since it incorporates service level agreement monitoring as well as advanced monitoring.

Checkout http://www.WebHostingRatings.com - they have uptime monitors for every host listed in their directory.
Take care,
