it is Link Indexing System, which Generates Static Pages. alot of Dynamic Category Scripts Available in PHP (check Hotscripts.net0, but you cannot give user the same set of features, Only LinkDept is one of the Script, which has ability to Generate Static Site out of Dynamic (HitCode Product), But for getting all the Features, you must look for Freelancer, and no doubt, PHP/MYSQL for developing Script.

Actually, if I remember correctly, they're actually using a tutorial script, but I don't remember the name of it. It's pretty popular though.

I think its a custom script, but you may like tutorial share, Auto Tutorials, or Tutorialms

I'd look into those 3 if you want something like tutorialized.com or just get a custom script
