Where do I start ( from scratch) ?
What h/w should I bought ?
What tools should I use ?

ps/ Can anyone help me? I'm confused...

1. Get a fairly decent machine (Pentium II or newer) with 128MB ram or more

2. Install Linux Mandrake (Get it from http://www.linux-mandrake.com) while installing it select Web/FTP when you are asked what you want

3. Get a decent internet connection for it (You can use an DSL/Cable for testing or not many sites OR if u wanna have heaps of sites get a DS-1) and connect it to your machine (server) and configured in Linux Mandrake

4. Your done:)

When you say campus, does this mean part of your college/Uni?
If so - Are you thinking of setting up a commercial hosting company, or a just for friends?
If commercial what are you going to do when you graduate and leave your campus?

Quite informative and very helping.

For jgriff64, I'm thinking of setting up a non-commercial hosting department for the university ( for the student to exercise with the internet, website, e-commerce and so on ).

I still need more suggestion from all of you out there because I nearly know nothing about developing the web hosting in university.

ps/ Other than Linux, are there any other better OS to operate? Why do you choose Linux or that OS?

Linux is the OS of choice for most web hosting servers. You may also consider Windows 2000 server as an option.

Do you have a department of computing at the Uni? Most have a small dept at the very least. Get in touch with the head tech / admin and tell him / her what your doing. Normaly there will be a cupboard full to the brim with equiptment, some new, some old.

Then slip in, "wheres the meatiest place you can rack this"?

I will consult the head of dept and in the meantime, I wonder... can i use both Win2k and Linux as a server ?

You can use either but its VERY easy to hack a win 2k server

Definately check this with the network administrators at the university. A lot of places place a cap on the daily transfer you are allowed to use each day.
