does this mean i wont be able to open accound and register domain today?

Well, from that it looks like the site might be offline, so yeah, you probably wont be able to. But it's currently 1:26pm EST, you've still got 7 and a half hours to register, so it's not too big of a deal.

NameCheap is an enom reseller, and enom sent out notice that they'll be doing some maintenance during that time (I thought there were other blackout times as well, but I don't recall).

All enom resellers (large or small) will be affected by this.
