Maybe it's called "Palace?"

Nope. It is not Palace. I have 6 different "Palace" fonts, and none is near of resembling to that one.
For example:

I just uploaded the image you provided to WhatTheFont (http://www.myfonts.com/WhatTheFont/) and it couldn't match it.

I actually like it; kind of retro.

As for something similar, go poke around dafont.com, notably in the "distorted", "retro", "groovy", and "Foreign Look/Chinese Jpn" sections.

The font is very retro, it is from a building that was built in the late 1800's. The sign was built in 1956.

Sort of looks like on on the retro, oriental styles. You might have to try some of the smaller specialty font sites or have someone create it for you.

With the help of some distortion on Photoshop - you should be able to mimic the font pretty closely. The issue is the spikes on the sides of the A's.

If it is from a building site built in 1956 then my guess would be that you might have a hard time locating this font online.

I would take Arial Black as a starting point and begin tweaking it. Good luck.

I've seen this before, I can't remember the name of it. I'm pretty sure it's a horror font.
