How do you find a host that sells reseller plans, and has their server located in your hometown? Out of the handful of data centers in my hometown, Inflow looks the best, but I don't think they sell $35 a month reseller plans.

If you want to support a local company and you can afford it go for it. If not go with a company in your budget. A local company for hosting does not have that many advantages.
