I am looking for someone that can create a PNG from a text file of weather information and then upload it via FTP to my website. The text file can be formated almost anyway we need by the way.

The PNG will need to be created locally on a Windows XP Pro or Windows Server 2003 machine and the application will need to run as a service and update every 5 minutes.
