whats the most affordable way to get a great laptop (mac or windows. doesnt matter) the best offers i know of are through my college so far..and even those discounts aren't making laptops cheap!

There is always eBay and local classifieds / newsgroups. I prefer local classifieds for used computer hardware... that way I can inspect it in person and so fourth before paying.

Along with what Pat H said, have you tried craigslist.org? If they have a craigslist for your city, that'd probably be a good thing to check (it's like local online classifieds).

I have seen brand new name brand laptops for $399 but it's pretty rare.
